The laws of reflection state that the angle of incidence is equal to the angle of reflection. It also states that the incident ray, the reflected ray and the normal all lie on the same plane. This simply means that you can draw them on a flat paper.

Reflection occurs when a wave bounces off a barrier. The incoming wave is called the incident wave and the outgoing wave is called the reflected wave. These slides cover how you locate the incident and reflected rays, the normal as well as the angle of incidence and the angle of reflection.
